ICT Service in Human Rights Education
Austrian Science and Research Liaison Offices (ASO) in cooperation with ETZ Graz and Human Rights Centre of the University of Sarajevo has lauched a project "ICT Service in Human Rights Education".
The purpose of this project is to analyse the status quo of existing human rights digital libraries in SEE region, in particular their content and their usage/application in human rights education. Those digital libraries will be compared with other digital libraries in this regard in the other European countries. The project aims to do research to finally come to the conclusion whether such digital libraries are needed to improve and how they can foster human rights education. Furthermore the actual structures of these libraries shall be analysed and compared and good/best practices shall be identified.
The term digital libraries is used as an umbrella term for all kind of electronic collections of human rights education materials including but not limited to: aggregated databases, virtual guides, virtual libraries, directories, virtual classrooms, ebraries, cybraries, hybrid libraries, - all forms of collections of digital content that may be locally held or accessed remotely via computer networks in the field of human rights education. Accessibility issues will be analysed for the broad public, which might want to get informed on human rights education and a special emphasis will be put on investigating the accessibility with regard to minorities – i.e. language obstacles, etc. This issue will especially be examined by partner 3 – the Institute for Ethnic Studies in Slovenia.
Furthermore it shall be analysed which are the obstacles to the implementation and setting up of digital libraries in the area of human rights education in South Eastern Europe and what possible improvements might be possible in the future. A comparative analysis of the repositories of digital entities identified shall help in this regard to come to conclusions which system might be best for implementing digital libraries in the field of human rights (education). The term “best for implementing” shall be understood that way that a map of the available digital libraries will be established which identifies good practices and highlights them regarding accessibility, usability and structure leading to an e-book in form of a manual for general use.
This project shall provide the basic research of the status quo, a basic pilot study, for then hopefully building up a larger project to further improve the digitalisation of content and material and the content of digital libraries in the field of human rights and establish digital libraries for human rights education in the 7th Framework Programme. Beside this, research on physical libraries should be carried out in order to create a map of available human rights (education) libraries in SEE that can serve for human rights education within local communities, and to investigate possible conversion of physical materials into digital ones following recommendations of the High Level Expert Group – Copyright Subgroup of European Digital Library Initiative. “In what way and how much are Southeast Europe, especially B-H, librarianship, publishing and collections present at universities throughout the world and what are necessities of their users?” these are some of the questions discussed at the “Balkan as Seen Outside” conference. This first international meeting of Slavic librarians was held in Sarajevo from 22 to 24 April.
Primary goal of the conference was to introduce representatives of foreign libraries with current B-H publishing production for better placing of titles from B-H, as well as enabling direct contact of foreign and domestic librarians for future cooperation and inter-library exchange. Two main themes of the meeting were “Challenges in Choosing Collections and Their Presentation to Public” and “Globalisation Processes and Changes of User Communities”.
Human Rights Centre was co-organiser of the Conference and author of one of the introductory report.
The Centre was also engaged at the Second meeting of Slavic librarians in Sarajevo from 20-23 April 2006. Theme was “Slavic Collections – Future and Challenges”. Management of Access to Electronic Resources – academic databases

Human Rights Centre of the University of Sarajevo team has participated in creating and editing of the Balkan Human Rights Network Yearbook for the year 2006. Yearbook issue for 2006 was prepared with the aim to be significant periodic publication in the field of human rights. The Yearbook contains articles of domestic and foreign authors and not just in human rights issues but as well in related disciplines. The Yearbook has an ambition to report in time and to monitor development of international and regional human rights systems and their implications to the Balkans. Human Rights of Persons with Disability
„Human Rights of Persons with Disability“is regional project realised in cooperation with Belgrade Centre for Human Rights and Croatian Helsinki Committee for Human Rights. Balkan Human Rights Network has insured financial support within the FRESTA initiative.
The aim of the project was to ensure elaboration, printing and distribution of publication that will analyse the condition of human rights of persons with disability in Croatia , Serbia and Montenegro and Bosnia and Herzegovina . Expert teams from each of these countries conducted analysis of legal frame for the protection of human rights of this threatened population and elaborated individual reports on the condition of this population in each country participating in this project. Special attention was devoted to elaboration of clear and recognisable suggestions of legal and social nature whose adoption and implementation could contribute to development of current condition of human rights of persons with disability. Publication was promoted in public in the region and distributed to all governmental and non-governmental organisations dealing with human rights of persons with disability. Understanding of human rights: human rights education manual – workshop for trainers in human rights
Human Rights Centre of the University of Sarajevo has, with financial support of European Centre for Training and Research in Human Rights and Democracy from Graz , organised workshop with the aim to present new manual on human rights education titled “Understanding Human Rights”. The workshop held in the period from 26 to 28 April 2006 gathered thirty B-H trainers from governmental, non-governmental and academic sector.
Balkan Human Rights Network
“ Human Rights School for Future Decision Makers” summer school – Dubrovnik (Balkan Human Rights Network and IUC)
In the period from 22 May to 05 June 2005 and 04–18 June 2006 the Balkan Human Rights Network has organised summer school of human rights. Selected participants from Albania , Bosnia and Herzegovina , Bulgaria , Croatia , Kosovo , Macedonia , Montenegro and Serbia had the opportunity to listen to lectures from 25 eminent lecturers in human rights subjects. As before, the Centre has participated in organisation of the School this year by selection of candidates from Bosnia and Herzegovina as well as delegating lecturers for certain subjects.
Centre for Interdisciplinary Post-graduate Studies of the University of Sarajevo
The Department was engaged in lecturing on Methodology of Scientific-Research Work at following studies: European Studies, State Management and Humanitarian Affairs, Human Rights and Democracy.
Total of 30 classes of teaching at all three studies was realised.
Purpose of this course at all three studies is introduction of students with basic principles, functions and practical solutions for appliance of different methodologies of scientific research in the field of social, historical sciences and humanities. Basic knowledge is provided in following fields: information sciences, bibliography, qualitative and quantitative research methods as well as academic writing.
After this course students are supposed to be capable to:
- evaluate different information resources necessary for realisation of independent scientific research
- use and evaluate efficiently information resources, as well as to apply suitable methodologies for elaboration of scientific papers or research reports
- use suitable scientific research methods
Regional Human Rights Report 2005
Regional Human Rights Report 2005 is Balkan Human Rights Network (BHRN) regional project coordinated by Belgrade Centre for Human Rights. Expert from Human Rights Centre of the University of Sarajevo has participated in elaboration of the Regional report. EBSCOhost is electronic-information service that enables search of 10 databases of which Academic Search Premier and Business Source Premier are the most interesting ones. This service contains, in electronic form, over 6000 journals with full text, as well as publications offering abstracts, journal reviews and encyclopaedic data from social, humanities and biomedicine science. It enables printing, e-mailing and downloading of number of articles.
In order to fulfil service to Library and Documentation Department clients we started with connecting local contents of our library with EBSCOhost. Therefore, now it's possible to order articles that library has in physical form and the same ones are indexed or abstracted in database. We also created a form for inter-library loan as well as linking to Google Scholar. We activated Visual Search so that clients can see results page in graphic form (3D). The Department took part in this project through preparation of subject bibliography on asylum and issues of migration/immigration in foreign press in the period from 1866 to 2006 and the result of it were 1594 selected and elaborated texts in periodic publications.
This bibliography contains descriptions of 1594 articles from 352 journals. 920 texts out of total number (1594) are accessible for partners while the rest of 668 articles are available only as an abstract. We are still trying to determine accessibility for 6 articles through our partners.
Beside mentioned the Department is constantly monitoring titles in electronic media (web) and distributes HPC/HRC Daily Asylum Monitor to partners. The main purpose of this project is to provide unique web portal for B-H citizens dedicated only to information and documents related to human rights.
Usage and development of information technologies helps movement for protection of human rights because they provide faster, cheaper and more transparent exchange of information. “Gate – Virtual Gate to Human Rights) enables researchers and analysts of human rights condition, journalists and wider audience, objective, fast and modern gate to thousands of relevant information and documents on human rights in Bosnia and Herzegovina .
Project results: There are more than 15000 information available in database in various forms – from summaries of articles in expert magazines, address book of institutions dealing with human rights to resolutions of international bodies and reports of NGO sector.
